The Reds are ready to table a £40m bid for the 25-year-old according to La Gazzetta Dello Sport, who can play as a holding midfielder or in a box-to-box role further up the pitch.
Newcastle United are also showing interest in Koopmeiners, but their current financial position puts Liverpool at an advantage.
Liverpool could reportedly make a move for the Atalanta man in the January window, although that looks incredibly unlikely.
BID LINED UP FOR PRIORITY TARGET GONCALO INACIO

Rumours linking the Portuguese centre-back with the Reds refuse to go away, with reports now suggesting that Liverpool will 'prepare a proposal' for the 22-year-old.

Inacio has a £52m release clause in his current deal with Sporting and is expected to leave the club in the foreseeable future.
Liverpool are also interested in his centre-back partner Ousmane Diomande, the 20-year-old boasting a £69m release clause.
LEWIS KOUMAS ATTRACTING CHAMPIONSHIP INTEREST
After scoring a hat-trick during the Liverpool U18s' 7-1 hammering of Arsenal in the FA Youth Cup, Lewis Koumas has caught the attention of a number of Championship clubs, according to the Daily Mail.
The 18-year-old has impressed in the academy this season, but is expected to stay at Liverpool this January despite loan interest from other sides.
The winger, who can also player as a centre-forward, is son of former Wigan Athletic and Tranmere Rovers man Jason Koumas.
Even if Koumas doesn't secure a loan move this winter, he will be a prime target for lower league sides in the summer.
MOROCCO STAR LINKED WITH REDS
Liverpool are among the top contenders vying to sign Genk rising star Bilal El Khannouss, but will have to fend off interest from the likes of Atletico Madrid and Bayer Leverkusen.
The 19-year-old attacking midfielder was born in Belgium but is a Morocco international, having made his national team debut in the World Cup 2022 third-place playoff defeat to Croatia.
According to Het Laatste Nieuws, Liverpool are eyeing up El Khannouss, having sent scouts to watch the teenager in action this season.
The report claims that the youngster – whose contract runs until 2027 – is more likely to be sold for good money this summer.
