The Argentina under-20 international has scored two goals in four Apertura games for River this season and is widely expected to leave his boyhood club this summer.
Mastantuono has got a buyout clause in his contract set at around £35 million, according to the report, and he has been scouted by Liverpool staff during River Plate matches as well as Argentina U20 matches.
The teenage prospect is under contract with River until 2026 but will probably leave the club before then.
